Northern Gas Works is carrying out "essential" works at the A19's junction with Water Lane, by Clifton Green, until March 24.
The works, which started on February 24, have seen temporary traffic lights put in place at the often-busy junction.
The first few days of the works have seen traffic mount through Water Lane, Shipton Road, Water End, and the A19 to Bootham - some of York's most congested roads. The Press understands this is also the route for northbound rail replacement buses, which are being used on weekends in light of LNER's ongoing work on the East Coast Main Line.
Clifton Ward councillor, Cllr Danny Myers, said: "It would be pretty awful if the queues are this bad for five weeks, it is difficult because if they need to fix the main gas line it’ll be a big job.
"But I’ve never seen it need to be closed for this long. This will be disruptive to those in the area.
