And it will be even longer before related ‘public realm’ is also finished.
The delays were revealed in a meeting of City of York Council's planning committee, which spent more than two hours deliberating over a planning application to approve a seven-story apartment block at Hungate.
Eventually, after much debate over details, councillors agreed to the scheme, as recommended by council planners, but adding an ‘informative’ that the council believes the approved C3 residential use does not include short-term holidays, such as Air BnBs.
As the press recently reported, the application for 221 flats was a major full application, submitted by Hungate (York) Regeneration Ltd, in place of a former outline approval, which had since expired.
Approving Block H would help complete the Hungate development of more than 1,000 homes. The first homes in the scheme were completed in 2009.
At the start of the meeting, Mark Russell of Bellerby Court, Hungate, said people were ‘horrified’ at proposals to pedestrianise Hungate, which he said would make it difficult to access car parking on the site.
Cllr Dave Merritt had similar concerns, along with the delays in the developer delivering the St John’s Square public realm.
