
But the council defended the pay hikes, saying they were due to staff progressing through the pay grades and the implementation of the national pay award.
New figures show that a total of £1,234,055 has gone to the top 10 earners at City of York Council in 2024/25, each of whom earned more than £100,000.
That is almost double the number of six figure earners shown in salary list for 2023/24 - which City of York Council confirmed was six members of staff.
The fresh earning figures were compiled by the TaxPayers’ Alliance (TPA) which provides a breakdown of local government executive pay deals. In its 2025 study, the alliance found that 3,906 officials across the country received more than £100,000.
The highest paid member of staff at York council is chief executive Ian Floyd who has seen his gross salary rise from £175,564 to £182,746 in the past year.
Some of the other roles being paid more than £100,000 include the corporate director for children and education, corporate director for economy and place, and the chief finance officer.
Helen Whiting, chief officer of HR and support services, defended the increase saying that the pay rates were competitive with other councils, negotiated nationally, and recognised the need to attract the right skills, knowledge, and experience to the role.
She said: “Our senior officer salaries reflect the responsibilities of running a large and complex organisation which provides a wide range of crucial services for over 205,000 residents across York. As an open council, we publish these salaries and our pay policy annually.
